[KPMG] Changes on management agency for work permit procedures for foreign labor working in Hanoi from 1 June 2024

On 06 May 2024, the Department of Labor, War Invalid and Social Affairs of Hanoi city (Hanoi DOLISA) has issued the Decision No. 406/QĐ-SLĐTBXH with the purpose of authorizing the People’s Committee of local districts, towns located in Hanoi to handle some of the administrative procedures in relation to work permit of foreign employees initially under the responsibilities of the Hanoi DOLISA.

Specifically, the Hanoi DOLISA has authorized the People’s Committee of local districts and towns located in Hanoi, on behalf of the Hanoi DOLISA, to be in charge of 03 administrative procedures to support the work permits for the foreign employees working in Hanoi (including the foreigners working for enterprises operated in industrial and export processing zones in Hanoi and enterprises operated in Hoa Lac high-tech park), encompass:

1. Certificate on work permit exemption for foreigners who get married to Vietnamese citizens and live in Vietnam;

2. Work permit re-issuance for the foreigners working in Hanoi;

3. Work permit extension is available for foreigners working in Hanoi.

Duration of the authorization: from 01 June 2024 to 31 December 2024.
The Decision is effective from the signing date.

At the commencement of the above-mentioned delegation, the timeline for the work permit procedures at the local People’s Committee might be longer than the standard one. Therefore, businesses should consider arranging the procedures at the local People’s Committee soon to make sure the proposed working duration of the foreign employees as applied in the work permit application is met.
